This is [an impressively in-depth report](https://fediverse-governance.github.io/) by Erin Kissane and Darius Kazemi, which has some important conclusions about how moderation can work in a federated system (including the not-insignificant conclusion that it *can* work). There's room for more tooling, and better communication between instances - but this is all doable stuff.
