I like the No Network Effect term. I sometimes wonder what these de facto requirements mean in the context of algorithmic surveillance - could it mean that not being the right kind of consumer (and therefore having a radically different data footprint) marks you out as being worth scrutinizing, or even as some kind of threat?
There's a great science fiction novel in there somewhere, but also, unfortunately, probably some kind of actual policy.
